I recently stumbled upon a video of deleted scene in YouTube about GOT where Tywin talks with Pycelle - Pycelle's stuttering demeanor is shown to be a farce and an act of his which Tywin supposedly alone knows. Is such a reveal between Pycelle & Tywin in the books as well?

Architect vs Engineers - How do their roles differ? Does the architect just draw/envision and the engineers build? Why can't engineers envision & build things themselves? Do engineers tell Architects something won't work if the math/science won't support it?
